Administration

The chief function of the Administration Department is to provide oversight to the operations of all departments, implement Town policies and develop procedures, maintain all town records, and manage the finances for the Town. Administration also provides support to the Town Council, through data preparation, meeting agendas, and budget development. The operations of the Town are governed by the Council’s Strategic Plan, which is used to guide departments in setting annual goals. Administration includes the Town Manager, Town Clerk, Finance and Human Resources. Organizationally, all departments report to the Town Manager.

If you have questions or complaints about Town services, the initial point of contact should be to the Department involved. If you need to pursue your concerns further, either to pass along kudos for a problem resolved or concerns about an incomplete resolution, then call the Administration Office and we will follow up.

Meet the Town Manager

Rich Roedner graduated from the University of New Hampshire (UNH) with a BS in Community Development, and is a 2004 graduate from the Muskie School of Public Service at the University of Southern Maine, with an MS in Public Policy and Management. The son of an Air Force Colonel, Rich has made a career of public service, nearing his 38th anniversary of working in local governments. He started as Elon's Town Manager in January of 2020. Prior to moving to Elon, Rich and his wife Dorrie lived in Maine for 31 years. While in Maine, Rich worked for the Town of Topsham for 17 years, 6 years as Town Manager and 11 as Planning Director; Frye Island as Town Manager for two years; and the City of Saco as Planner for 12 years. His first professional job was as a Senior Environmental Planner in New Jersey for two years.

While at UNH, Rich met and fell in love with his wife Dorrie. They are celebrating their 40th anniversary in 2024. When not at work, Rich and Dorrie spend time at home fixing up their new-to-them home, gardening, waiting on their three dogs, and answering “random” questions from their two adult daughters. With the pandemic in the rear-view mirror, Rich and Dorrie are planning travels around the state to get to know it a lot better! Travel outside of North Carolina is also on our docket, as time and finances allow.
